Starting with just 12 employees, Rullex has become a trusted partners for the largest US Telecom Operators.
Rullex was founded in 2012 by Russell Razhko and Alex Aliakhnovich as a communication network construction operator and maintenance service provider.
Our attention to detail, speed to completion, and unmatched reporting helped us grow to a team of more than 200 professionals, completing thousands of projects successfully.
We believe in efficiency and in improving the world by utilizing our technological infrastructure for social progress. We do this by ensuring timely project deliveries, and as a result, we are continuing to grow as we serve all major carriers.

Paul Devon
COO
Paul Devon brings a wealth of experience to Rullex, having served in nearly every role in the telecom industry. A 12-year Army veteran, Paul began his career as a tower hand and quickly ascended through the ranks, holding positions at Cingular & AT&T, Black & Veatch, Nexius, and more. His philosophy centers on understanding the big picture, focusing on what truly matters to clients, and taking initiative—even when it’s “not your job.” Paul is a firm believer in transparent communication, exemplified by his preference for concise post-call summaries over lengthy email threads.
With over 20 years in HR and Operations, Sonya Trapp is a results-focused leader passionate about talent acquisition and HRIS solutions. She began her career at Wal-Mart and later moved to Mayo Clinic, focusing on diversity, equity, and inclusion initiatives. Sonya holds a B.S. in Human Resource Management and has served in various HR roles, culminating in her current position as the HR Director of Rullex. Her proudest achievement is the creation and implementation of a company’s first-ever performance review system.

Carlos is committed to integrating technological advancements with project management methodologies for continuous improvement.

Holding various C-level roles, he has become a trusted advisor to the C-suite of mobile operators in the United States and Canada.
Jos’s expertise in 4G and emerging 5G technologies sets him apart as an industry leader. His global responsibilities have encompassed both technology and sales, providing him with a comprehensive understanding of the telecom landscape. Now, as part of the Rullex team, Jos leverages this background to drive innovation, operational excellence, and strategic partnerships, further solidifying Rullex’s position as a frontrunner in the rapidly evolving telecom industry.
